Question I`ve entered a ip-address to block but this ip-address still appears in my statcounter.

You`ve pasted the ipblocker-code after/below your statcounter-code.
Blocked ip-address will still be redirected.
Paste the ipblocker-code before/above your statcounter-code

Problem 2
The blocked ipaddress/visitor hasn`t javascript enabled in his/here browser.
Javascript should be enabled to let our service work
